Major storm & flood disasters in Taito City

The Arakawa and Kanda Rivers are capable of flooding,
so it is important to know what to do when evacuation is necessary.
Storm surge damage starts from rivers.

How does river flooding happen?

Even with rivers that are calm and you can see all the way to the bottom on clear days,
prolonged rainfall can cause flooding.
Flooding can occur due to heavy rainfall upstream,
even if there is no heavy rainfall in the immediate vicinity.

When rainfall grows even stronger, water gathers all at once from a narrow basin,
causing the water level in areas where houses stand to rise quickly,
which leads to river flooding and breaking embankments.
The water that flows out can make walking difficult,
and it can even sweep houses away.

In Taito City, when the tide level of the Sumida River rises due to Tokyo Bay’s high tide,
and that is compounded with the effects of flooding of the Kanda and Shakujii Rivers,
this can cause the Kanda and Shakujii Rivers to overflow.

These are the types of evacuation information issued by Taito City.

Since the water level rises quickly, an evacuation advisory
will be issued if the Kanda River is expected to flood.
If the Arakawa River is expected to flood,
wide-area voluntary evacuation information will be issued before a Level 3 Alert.

What about your area? Will it be flooded?

Let’s brush up on our Kanda River flood evacuation behavior
with the help of the Kanda River flood hazard map!

Please refer to the “Evacuation” page of the website for information about
evacuation behavior in the event of Arakawa River flooding and sediment or storm surge disasters.

Here is another question.
Will the area where you live, your school,
or your workplace be flooded?

If you answered “no”, then there is no flood risk
to your home, and you do not need to evacuate.
Please be careful about Arakawa River flooding and sediment disasters.

Here is another question.
Will the area where you live, your school,
or your workplace be flooded?

If you answered “yes”,
if your home has two or more floors, even if evacuation information has been issued,
please seek shelter in your home on the second floor or higher.
Please continue to remain alert about Arakawa River flooding.

If your home is on the first floor, there is a risk that your home will be affected by a disaster,
so please evacuate to an emergency temporary refuge site when evacuation information is issued.

If your home is in a predicted flood (riverbank erosion) zone with a risk of building collapse, etc.,
regardless of the evacuation processes mentioned above,
please evacuate to an emergency temporary refuge site when evacuation information is issued.

So, what do you think?
A degree of advance preparation is possible when it comes to flood evacuation.
